Congressman Keating joins POAH, Housing Assistance and community to celebrate Cape Cod groundbreaking

BREWSTER, MA. (August 25, 2026) – Congressman Bill Keating (MA-9) joined POAH, nonprofit Housing Assistance and local leaders, project partners, and community members to celebrate the groundbreaking of Spring Rock Village, a future 45-unit affordable rental development on Millstone Road in Brewster.

Keating hailed the construction milestone, saying, “Cape Cod has so much to offer families looking for a place to call home. But for many, finding affordable housing remains a challenge. Spring Rock Village is helping address that need in Brewster. While the Cape is known for seasonal tourism, we must continue to support the year-round residents who make our communities work and ensure that families who want to build their future here can do so.”

Construction is expected to be completed in the second half of 2027.  These homes will be available to a range of households from those earning less than 30% of Area Median Income (AMI), the income level that reflects what an average local household earns, to those earning up to 80% AMI. The development will include a central management building with amenities like bicycle storage, central laundry, and a community room. It will feature its own wastewater treatment facility.

Spring Rock Village, developed in partnership with Housing Assistance and the Town of Brewster, will include a mix of 15 one-bedroom, 25 two-bedroom, and five three-bedroom units across five buildings, arranged around a common green, with traditional Cape Cod architecture. The project will prioritize sustainability through carbon neutral energy efficiency and electric mechanical systems while preserving the surrounding 16-acre woodland habitat. 

“POAH appreciates our partners’ support for this critical affordable housing on Cape Cod in an area that is in desperate need of year-round, permanent, and stable housing,” said POAH President and CEO Aaron Gornstein. “Public and private partnerships such as this help us create more homes for many who could otherwise not afford to live in high market rate communities – especially low-income families and individuals.”

“Housing is a regional issue, and the data from multiple lotteries shows that the majority of applicants already live on Cape Cod,” said Brewster Select Board Chair Amanda Bebrin. “Spring Rock Village has been many years in the making, and I am thrilled that these 45 homes will provide the opportunity for people to stay in Brewster, return here, or start a new chapter in our amazing community.”

The project is being designed by Union Studio Architecture & Community Design and constructed by Delphi Construction. Lease signing will be in late 2027 through a lottery system co-administered by Housing Assistance and POAH’s management company, POAH Communities.
